Does evolutionary science support a hypothesis that some races and populations . . .?

have evolved different levels of intelligence? If populations left Africa even as late as 150,000 years ago, isn't that a couple thousand generations for differences in population to evolve? Should this kind of study be supported or banned/ what role should government have in scientific studies to answer the questions about evolution of different populations?
