Probability questions hypothesis test!!! HELP-1!!?

I'm no expert ,but considering that it's the same alloy,the diffrences between the two are not huge,but there are big.find out what ir the maximum level of impurities, to see if 0.1% difference is a lot or not. U should try other ways of finding out the answer, if its important.
