Did God Cause Evolution By Intelligent Design?

Scientists claim humans share DNA with dogs via retrovirus. Is that not a mutation when one's DNA is changed by virus? Then, didn't God create a bunch of mutants in order for life to propagate, and if so, did the mutants exist before or after the flood?
